In September 1980 negotiations to establish a national characterset resulted in the founding of comittee on September 2nd, 1982. In October 1983 several instances developed and released CISCII (Chinese Ideographic Standard Code for Information Interchange 通用漢字標準交換碼 tōngyòng hànzì biāozhǔn jiāohuànmǎ). After approval in march by the Executive Yuan it was released on the 4th of August 1986 as the national standard by the National Bureau of Standards of Taiwan (台灣中央標準局 táiwān zhōngyāng biāozhǔnjú) under the name Standard Interchange Code for Generally Used Chinese Characters (通用漢字標準交換碼 tōngyòng hànzì biāozhǔn jiāohuànmǎ).

It is constructed as several planes (zìmiàn). The 1986 release only defines characters in the first and second plane. In June 1988 plane 14 (通用漢字標準交換碼 - 使用者加字區交換碼 tōngyòng hànzì biāozhǔn jiāohuànmǎ - shǐyòngzhě jiāzìqū jiāohuànmǎ) was published and in 1990 plane 15 (戶政用字 hùzhèngyòngzì).

Not assigned rows are 10-33 for plane 1, 83-94 for plane 2, 69-94 for plane 14 and 78-94 for plane 15.
